Going to pick up some used panniers tommrow can I put these on the bike without the locks being re keyed

Yes - provided that they are unlocked when you get them. You will, however need the original key to re-key them otherwise the lock barrel will not come out.

You could always remove the barrels before you leave the vendors place......keep all the bits safe somewhere though.

re-keying

Re-keying done friendly local dealer let me have some tumblers for free there is a great guide on ADV rider on how to do it .If there unlocked you can use your own key to remove the barrel from the lock .
