Very low seat

A friend of mine wants to take her direct access test but she's only 5ft tall & is having trouble finding a cheapish bike that she can reach the floor on.
Any ideas how low an F650 CS goes with the low seat kit ?
Any other ideas welcome (she doesn't fancy a cruiser though).
