Looks like it might be a stand-off for the luggage. I wonder where the other end is fixed to though - eek!

To keep the 'pannier' from falling into the wheel?
...maybe it joins up with the rod coming off the top of the shock

Many of the Citroen specials, using the MG 1000 motor, were converted to a single carb.

The space & the frame rails must limit options with a bike, so probably a Mikuni, although I did hear of a guy who fitted a twin choke Weber.
