Like most things in Cardiff it was built with the justification that a world class city needs world class facilities, alas most Cardiffians think the world starts at Cardiff West and finishes at the Severn Bridge until they want your taxes to finance carbuncles that run several times over budget, then, it's for the people of Wales, but only the ones who live in Caaaaaardiff.
