where to post generic technical questions

There are technical threads for bike specific questions but what forum should be used for generic technical questions like "what's the best tyre levers to use?"
The font of wisdom thread is closed but this seams pretty generic, why is it closed?

Shouldn't be closed... its open as far as I can tell

It is no possible to create threads in The Font of Wisdom section, info in there has been moved there due to its technical content.
