Wrong Keys or Ignition Imobiliser?

OK Techies amongst you.

I have been given an old Vespa 125 (1998) which has been standing outside a year or few. The battery is obviously dead but before I can even start to pull it down to see if it is worth trying to get it run I need to undo the stearing lock and seat and this is my first problem.

There are two keys (x1 black and x1 brown) the brown has a little chip thing inside it. Having lubricated both ignition and seat locks I cant get either to open. The barrels seem to move slightly but it doesn't feel like corrosion, it feels more like the keys are the wrong ones? So is there any obvious way to tell? I have no documents, there are no numbers on the locks but I do have a key number with the keys.

I think the bike has an ignition immobilisor which presumably needs to be changed along with the locks if the keys are wrong (presumably expensive) or is there an alternative?

The scooter has corrosion but all look original so if I can get it running would make a cheap little runabout, or am I wasting my time?

ask the sarg he has just rebuilt an owd Vespa...
 
I'd dismantle the area around the ignition lock first and see if there is an antenna type thing in there

i.e. a black plastic ring with a cable coming out of it which goes around the lock barrel Hence "Ring Antenna"

Quite frankly I can't see a Vespa of 1998 having a chip / antenna immobiliser
