Is it possible to just put xenon bulbs into the OEM dip/full beam

Xenon bulbs yes as long as you don't mean the gas discharge ones (HID), but they are not much better than standard.

although upgrading to HID isn't that expensive any more and seems to be one of the few mods that everybody seems to agree is the business.
