Not the gauge, looks like the sender unit in the tank.. It looks like you can adjust the sender, but don't know how...I have a carbed bike Looking at the price its probably time to take the bulb out....(over £200...) http://www.jerseyh-d.com/Components.aspx?model=Touring&year=2000&part=357 Also, if you ever remove the tank treat the high pressure lines with care.... Over £100 each....Although the sender, pump and filter are accessed through the top of the tank.....
