Several tank bags I tried so far suffer from the same problem:
No matter how strong you tied the base, they seem to slide from side to side. Maybe is my highly polished, slippery petrol tank (yeah, right!) Most probably because a bag full of cameras, films, books, etc. can be fairly heavy.
Solution? A plastic mesh used, apparently, by carpenters to avoid the piece of wood running away while sanding, routing, etc.
Attached underneath the tank bag base, not only stop the tank bag "dancing around" but also protect the paint. It's stick like superglue.
Neat and easy. Where from? Your local harware store. Got mine from Machine Mart. One sheet enough for several bags...
