Tasks
PURPOSE OF THE JOB
Within this framework, the main role of the post-holder is to enable Hertfordshire County Council to fulfil its statutory duty to
keep the Definitive Map and Statement of Public Rights of Way within the County under continuous review and to contribute
to its development and management.
MAIN AREAS OF RESPONSIBILITY
To receive applications for Evidential Modification Orders and liaise with applicants to ensure they are in the prescribed form.
To consult with user groups, landowners, local authorities and other interested parties, to investigate applications and
produce reports setting out all the evidence relating to the claimed or affected right of way.
Decide whether or not to make an order and what order to make in conjunction with the Team Leader & County Secretary#s
Department.
To draft legal orders and to arrange publication where necessary.
To arrange Public Inquiries as necessary, represent the authority and give factual and expert evidence at such an inquiry.
To liaise with and advise District Councils on all aspects of legal orders, which they may need to make affecting rights of way
and to make and keep records of such orders.
To produce proposals for making diversions, extinguishments, creations or other such orders in consultation with all relevant
parties.
To answer queries from members of the public on the Definitive Map & Statement, the procedures for its modification and
other rights of way issues.
To maintain accurate and comprehensive records relating to the Definitive Map & Statement and to monitor and control the
team's budget.
To process applications to record new Village Greens, maintain records relating to the Commons & Village Greens Registers
and answer relevant queries.
