Is now complete, apparently.

According to the website it's now 6hrs 10min from Igoumenitsa to Kipoi (TR border), some 5hrs less than before. This should make the entire route from Igoumenitsa to Istanbul possible in roughly 10hrs (not including time at the border). I'm riding the route next week and will update the times and post some info on the road as it is now.

well it is an awesome piece of engineering, and it will got you there fast, but I did enjoy some of the old roads, they were spectacular. When we next use it, we will still venture onto some of the old roads.
 
Update.

Journey time between Igoumenitsa and Istanbul is 11hrs, give or take 30 mins or so. This is with 1.5 hrs for breaks / refueling.

Turkish border to Igoumenitsa is now 6.5 hrs, give or take 30 mins, with 1 hr for breaks / refueling.

Bear in mind that there are no service stations on the motorway, so you'll need to take one of the exits to a town, although there are now "next fuel km" signs, so it shouldn't be a problem.

The first hundred km, or so, is high up in the hills where it can get quite foggy and a bit chilly.

The road itself is excellent, and if wanting to get to Turkey quickly is now probably the best option.
