. . there are 2 rubber (plastic?) inserts on the steering head . .no chance these are for grease nipples, I suppose?

I guess your bike is not a GS. The inserts are there to blank off two threaded holes. These are for the mounting of the main bracket for the RS or RT fairing.

Likely to be for a fairing, as main frame was shared with R65 of same 80's era which was sold as an RT for police use.
