With a bit of imagination you could add in the Baltic States, too. Then add in returning along the north German Baltic coast. See parallel sections for ideas. It’s free, it’s fun and they can’t touch you for it.
 
Looks like a boring route through Norway made for cars. :) Looks like it is the main roads with detours to catch a few major tourist attractions. I would recommend that you skip that and plot your own route along the coast. Yes, will take longer but you'll enjoy it more on a bike. But if you were in a hurry you would take the route through Sweden. Do take in Kirkenes too on the north-east at the Russian border. Kirkenes-Alta is worth the detour.
Sorry, don't have enough experience of Finland to suggest roads there.
