switching off icloud?

My other half gets a message on her iPhone se that her icloud storage is nearly full so she spends time deleting old photos and videos.
I looked at her phone and she still has most of her phone memory empty ( over 25 gig)
It looks like all her photos etc go straight to icloud and not her phone memory.
How can she stop this happening? Did a google and the information didn't work or she couldn't find where to switch icloud off.

Any help appreciated before going to a Vodaphone shop.

get rid of backups of old iPhones or iPads as they take up a lot of room

100% Ottomuch.

Disable every iCloud service.
Just keep the Apple ID for store purchases.
