This is something I bought years ago while parts shopping in the US.
It flashes the brake light a few times when you start braking to give a visual warning of slowing down.

I believe these are illegal in the U.K. on road vehicles, is that correct?

Not sure about the legality as i have seen bikes that do the flashy on off modulation when under heavy / sharp braking

As to if these bikes have an aftermarket bit to do it or if standard on the bike is something i dont know
 
If i recall,

A permanently flashing brake light is an MOT fail, it must be a solid light. it does not say anything about flashing before going solid

I guess its down to how the tester interprets the regs
 
It's called a Brake Light Modulator.
You can get bike specific units as well as universal units.
They usually flash upto 10-15 times before going continuous, but this is adjustable by dip switches on the units I was looking at
