My panniers are a few years old and getting hard to extend and retract. I have tried opening and closing whilst running water over them to try to wash out any dirt inside the seals and then WD40 but its no better.
I feel they need splitting and cleaning properly.
Has anyone done it and is it easy to get them back together again?
 
Not done what you're asking but have you considered silicone oil as a lubricant?

I bought a litre of the stuff about 4 years ago for around £12.00 and it's been excellent where I've used it - a little bit goes a long way.

Also brings back the black to the plastic.
 
If they are stiff , take them apart and clean them. If you lube them more dust sticks to it and turns it into grinding paste.
