He is a fucking tory much like the fat speccy innocent animal murdering cnut who lives just up the road from where this was filmed.

He's talking utter shite about about road safety concerns for the local residents, those riding their bikes fast up there possibly, a few have copped their wack but don't ever recall any local residents being involved in accidents there.
 
He is reflecting a very noisy and active local concern about morons treating this road like a race track, with no regard for other road users, local or otherwise. The fools will spoil it for all, as ever.
