The little excursion at roughly 3 o’clock is to what I think is a view point. If you zoom in on the track you can sometimes see where the fellow went wrong, maybe stopped for a leak or a coffee and maybe where he lives.
Yes, that is a viewpoint at the Saar river bend Saarschleife. Meant to go there last year but we were in the middle of the heatwave with daily temperatures of over 40C, peaking at 43C. There's quite a bit of walking involved as it is arranged as a forest park with a treetop walk so I don't think you can ride directly to the viewing platforms.
I can see on the bod’s track that he parked his bike a bit of a hike from the spot where the view point is marked on the map. If I plonk the track into a satellite view, I can probably see it more clearly.
For a small country, you can have a good dollop of decent riding in Luxembourg, without a whole heap of effort. Here’s the route in this thread, merged with the routes in the other recent Luxembourg thread.
