Problems registering a R1100gs from canada

Can anyone help ? My neighbour purchased a R1100GS from his work place (a storage company) were the contents of a storage unit were sold to cover many years of outstanding storage fees. He has all the documentation and proof of purchase and all import duties were paid at the time the bike was originally imported by its original owner. Unfortunately he doesn't have the logbook. He has mot'd and insured it (and road tax I presume as he is able to ride it on a Canadian number plate for now) However DVLC keep rejecting his request to register the bike wanting a letter from a BMW motorcycle club to verify the bikes identity. He even sent them a letter from BMW headquarters verifying the bikes origins. On refusing to register the bike DVLC kept this letter and just repeated that they want a letter from a BMW owners club. So does anyone know what club they could be on about any help would be appreciated. Thanks Jay
 
Joining the club is cheaper than paying the fee and members get the service for free.
