It's alright, the new 20mph limits in Oxford have managed to reduce speeds by a dizzying 0.85mph.

You could have sat three unemployed tossers, Ash, Whatton & HRH perhaps, painted two white lines a measured distance apart on the road, all would get a stopwatch and a decent digi camera, so that would be three guys employed at £30k a year each, for 8-9 years for the same cost.
