Williams? Never heard it called that...
In 2001, the Williams F1 team was with BMW. Livery was... blue and white. I suppose that BMW Motorrad celebrated this union and offered its white and blue GS, and named it Williams. If you google "williams 1150 GS" you'll end up with pictures of that bike. ;-)
