Do the different seat heights - low, std, high have differing amounts of padding or do they just have a different base structure

Different padding, same base. The low is firmer than the standard and I found, better for it. But both the low and standard BMW 'comfort' seats are not as good as the Isotta made low seat. At least that's what I have found, for me. The Isotta has better padding and less forward tilt, if that's any help.
I have a 1300gsa with adaptive ride height standard. I have a 32” inseam and tried both a standard comfort seat and a low comfort seat. Found the low seat to be less padded and wider than the standard comfort seat. So in terms of flat footing it made no real difference. Went for the standard comfort seat and then had Tom Hurley custom seats replace the standard foam with medical gel and memory foam along with reshaping to get me as close to flat footing as possible. Comfort is excellent. Tom Hurley did the seat on my 1250 as well, super comfortable and would recommend. Seat looks standard.
Out of interest was your seat heated?
Yes. Still heated. Came with the bike but will probably never use it. Did Scotland to Norway last June on my 1250 and it was down to 5c and rain in the mountains. Never missed not having a heated seat on that bike.
I dont use mine but my wife does, just curious if it could still be done by Tom Hurley if heated.Its a bit of a trek from Leeds so does he accept seats by post?
Not sure. I only live 20 miles away so pretty convenient for me. Took a couple of weeks as he’s always busy. Probably best giving him a call. Rider and passenger seat done for ~£220. Possibly someone a bit closer to you that could do the same? Picture of seat attached. https://www.tom-hurley.com/

One thing for sure. Both needed the addition of a cool cover. The improvement to all day comfort is/was dramatic..

You cant see the seat when riding…..
They work…. Get the proper cool covers, not the temu/ali express crap..

100% they work. On my third. Let one go with a bike sale (1250), had one fitted to my previous 1300 bike that was stolen.
Probably the biggest improvement that can be made to the bike.
My mate uses one, will not tour without it now.
Thickness only to adjust height then you get “comfort” versions for exactly that.
The key part is that if you are long legged the high seat will make the bike roomier.
I run a standard height Wunderlich on mine as I found even the comfort seat was uncomfortable. On summer runs I use a cool cover too.
