Thought you might be interested in this Aussie$15 tool tube I made for an adventure.
$15 worth of storm water drain, fittings and a couple of brackets. This one is just long enough to house 3x10" tyres levers, a tyrepliers bead breaker, hand pump, a 19" tube and complete tubeless repair kit plus a ratchet handle and pile of assorted torx bits and so on.
And the acid test? It now clears the tyre by just enough (a poofteenth). For the front bottom fastener, you need to be cluey about using thin headed fasteners or moving one of the fasteners in the OEM panniers to get them to fit as well. If you leave the tube rail a bit further in, this problem goes away, but it gets a bit closer to the tyre under high compression.
Tested in some good environment, including a little lie down on the right side as well. Water proof, cheap and vibration doesn't seem to worry it. (Came home through endless first gear ruts about a foot deep, as well as high speed washaways).
