I wonder if this 'locking it down' has a more sinister side. Could it be a tie-in with the authorities so as to lock the bike/vehicle down in the event of:-

a) An owner being disqualified from driving.
b) SORN -Tax expired.
c) Cat Write Off.
d) Change of ownership.
e) Immobilise after an accident (sensors send the data and the recipient computor says 'You need to find a safe place to pull in, your vehicle will be shut down in approx 1 mile') etc etc...

All of the above would require specific clearance/documents to give the all clear.

The days of our relative freedom are coming to an end, and to a place near you...soon.

All this explains perfectly why we had a deafening silence from bike manufacturers about the recent EU anti tampering laws. In the end they were thrown out by public action and EU incompetence. But the laws are not needed as the same restrictions will be back.

Maybe its why 1970's classics are ever more popular.
