Bike came with a System top box and rack so not that.
are they wally flap spacers , instead of the usual metal ones?
I didn't use any spacers with my Wally's but not saying that they are not part of it.

i would of said there for the wallys mine uses spacers
Looks like they are for Wally Flaps then ... don't know why I did not use them.

My washing machine had something similar, along with some plates, as a means of stabilising the innards whilst in transit??

I think they're needed when head protectors are fitted. The fixing bolts for them stick out past the cam covers.
they do look a bit like transport bolts.... not sure they're usually coppaslipped though...

I am no expert but I would say they are nylon spacers with s/s allen or hex head set screws.
