How to place them - one fog light on one side and one high beam on another side?

Or it's better if they're both (L/R) high/high or fog/fog rather than fog/high or vice versa?
They are selling "Sirius" brand new auxiliary lights here bargain 6.50£ per fog or main beam at my local car shop together with protection caps and H3 bulbs! Both 55 watts. Made me think about getting more light... Would be nice to have additional high beam and fog light, but to add 4 more lights to pair them (2 fogs 2 highs) sounds a bit US-yank-oriented over-gizmo silly. So is it doable to add 1 fog and 1 high beam on each side like on the pic above? Or it causes MOT problems?
