When I had my 1200 I had the extra socket on the front, which allowed me to have a DVM connected into a BM plug to see what was happening. When the light was on, the front socket was live ie showing 14 odd volts, light off 0 volts. I didn't try and see what the battery voltage was during the cycling as I never had a problem with a flat battery or connecting the charger.
AFAIK the charger is always putting out volts, approx 14.2, but is only putting out amps when the red light is on. This in my experience kept the can-bus controller powered so that when the battery voltage decreased, it allowed the amps to flow through the socket.
