battery w/l not working, battery still charging...

hello folks. noticed today that my battery warning light is constantly off. checked the bulb- ok, checked the rotor slip ring resistance- 3.6 ohms. (im on my third rotor) resistance between the slip rings and other side of the brush- 0.6 ohms. the voltage at the battery goes up to just under 14v when revs are increased. i also measured the voltage between the 30/b+ (i think) connection on the diode board and the d- on the alternator and it never stayed constant. when the throttle was opened it went up to around 40v - can this be right? i replaced the voltage regulator and it was the same. anyways, anybody got any ideas? cheers in advance.
