I’ve been using rustins but it hasn’t don’e much to those areas in the photo. Maybe I need to sand them back a bit?

All depends how detailed want to get

Me id use fine sandpaper or wire wool, get ti back to metal, then rust treatment and then primer and pain.

if can remove all rust with sanding just use an etc primer before paint

treat it with the converter until you get time. will stop it spreading
