Sounds to me as if the Sheriff is seriously considering a prison sentence. Background reports are the norm in that case. The same applies to Community Service Orders but at those speeds, I'd bet on the former.

Speaking as somebody who frequently rides well in excess of the speed limits, I find it hard to think that over 160 isn't endangering a lot of innocent bystanders....
