It’s probably better to try something like this in a more intelligent area than wales.

How can you expect the public (in Wales) to actually grasp something so simple. When the whole country is nearly as backward as Cumbria?

I shall 18mph everywhere just to be sure... heading over to Borth / Aberdovey next week for a couple of days fishing.... I'm in no rush, let's see how much effect it has.

assuming you cross into Wales near Welshpool, there's not much on that route from Uttoxeter that will be affected. Might add a minute or two as the bigger towns have bypasses and many of the villages will stay at 40mph.
