That gets sent directly to whoever is responsible for it and you’ll get follow up questionnaires about it.
It has teeth as the councils get reprimanded if it’s not rectified

Normally a beef bull runs with beef suckler cows in the fields
I believed so, but find that there are exceptions.

Farmers are allowed to keep cattle in fields with public access, but legislation bans them from keeping bulls in fields crossed by rights of way. The exception to this is if they are less than 10 months old or not of a recognised dairy breed. Beef bulls kept in fields with public access must be accompanied by cows or heifer. However incidents involving members of the public are most likely to involve cows with calves.

Ah yes
I thought beef bulls were fine with accompanying cows
Dairy bulls are banned and rightly so, they can be vicious and had a few run ins with them when i was younger (lifted up the front of the tractor)
