1) Yes, they would still float, but then again the pannier floated with the steel weight, which is approximately 7 times the density of water. If you replace air in the pannier with cans of beer - the pannier is not as buoyant.

2) Okay, I admit that could go either way. I was trying to give a "North American" flavour to the post, but didn't think people would know what "Moosehead" was :o

I still think it is possible that the localised pressure of the steel weight, could have deformed one of the sealing surfaces :rob
