Bolts spinning in sub frame

Hi all, I an trying to fit vario pannier frames, under the mud guard there are two holes either side to fit the frame on. The problem I have is that I have removed two bolts that were in place but the other two bolts are just spinning around with the frame insert.

Any suggestions
