Motorcycles can also stop much quicker than a car, making it essential that vehicles notice immediately that you are braking.

Cars stop much shorter and quicker than bikes !!!
 
With more rubber on the road and no worries about falling off I think it's more likely that a car "can" stop quicker than a bike. Whether most drivers are capable enough is another matter.

Didn't some bike mag (MCN?) investigate the stopping distances of riders and discovered that the braking effect of the vast majority did not close to the capability of the braking system?

I appreciate that that might well be influenced by many things such as fear of diesel slicks and being tail-ended.

I'm sure that's 100% true. I discovered the true ability of non ABS Yamaha Blue Spots when a young girl ran right under my front wheel. I avoided hurting her and didn't fall off but an ounce more force would have had less of a good result.
I realised just how much reserve stopping ability the bike had that I otherwise never came close to using.

I'm believe a well driven car might have stopped in time - the girl just bounced the girl off my fairing no harm done.
I'm sure a car with ABS almost certainly would have stopped in time. They seriously dig in.
A bike with ABS might have done better but I really was on the ragged edge and left marks on road from front tyre. The back would have done nothing other than tip me off.

if a WSB rider with slicks could not stop nearly as quick / short as a car with a lady driver, do you think any of us could do it better

was on 5th gear with chaz davies on the s1000rr and vickey in the 130i
