Your method was not clearly stated - hence the necessity for assumptions and subsequent questions in order to fully understand your requirements.
P.S. I have recently purchased some 'AndyStrapz' and use these to attach items laying across the rear seat and panniers - they can be fitted in a manner of different styles and seem to be very secure (so far).
