Can 130/80-17 be mounted on 4.00"x17"

Hi

I have a 12gsa, and are going to buy/have built a "gravel" 21" front wheel for it.
This is for gravel duty and for ice use with spikes !

Can I use 130/80-17 instead of 150/70-17 on the 4.00"x17" back wheel?
Or .... could I just as well build a 3.50x18 back wheel and use 130/80-18 together with 100/80-21 or 90/90-21 in the front?

I will keep the original spoked wheels for touring and normal driving.
