Can you identify them? A good price but are they any good?

I think they may be Hepco & Becker.

Does anybody have any experience with these? They are half the price of the BMW bars. But are they half as good?

No, I've had Hepco and Becker engine bars, luggage and pannier rails on a couple of my bikes and they are very good. Only drawback with their stuff though is that usually their fitting instructions are only printed in German. This is a tad annoying when the only German I know is Ya ya neuk me.
