I'm not sure if they can fix it, as the site that appears does so because so many people have linked to it, in blogs for example. I believe that google chooses the site based on how high it ranks - this in turn comes from the number of sites linking to it and the frequency of content updates. From what I have read, it is called "Google Bombing" and is often described as Cybergrafitti - there is a pretty good explanation here
