It's a parking helper!
You put 8 sensors on your bike/car, and if one hit something you see a red light.
Those 8 red circles are lights; one for each sensor.
Most helpful if you drive a big truck or lorry.
....never seen it on a motorbike before, though... must be an Italian tourist.

Yes - it's basically a commercial enterprise providing temporary accommodation on a "for payment" basis, favoured by business persons, other commercial travellers, and holidaymakers.

Thats the James Bond style control panel for the pannier mounted rocket launchers, death ray and beak mounted machine guns. 
I was gonna suggest that one button caused an oil slick behind the bike, but no doubt the 1200 rear drive can do that itself.

Don't think Pukmeister was far wrong! I think it may be one of those cute gadgets that give you choice from a range of sounds - from Death Rays to Machine Guns, when you hit the horn. Once bought a car at auction which had a very similar looking device in it which did just that. It was fun for a few minutes - pretending to machine gun the slower traffic in front.....but would an individual so obviously mature as to buy a GS sink to such childish - nay hooligan behaviour......
