You don't neccessarily need to buy a new PC unless of course you were thinking of buying a new one soon anyway.
Being as it's a Compaq PC did it not come with any sort of Restore CDs? Sometimes you can insert a restore CD, restart the PC and it should boot from the CD and restore your PC back to it's original factory / shop state.
Doing this would cause you to loose anything you have saved on your PC at the moment (including your photos). Is your friend knowledgable enough to make a backup of your hard disk before you use the restore CD?

The important part I would guess is to save any important data before you do anything, pull the HD in its caddy and get a 2.5" to 3.5" adapter cable and bung the HD in another machine, if it is Win2k or XP and is NTFS you will need a similar system (NT based) Once the HD is in copy the data over to suitable media and breath a sigh of relief.

Now you can fdisk format etc, or try and repair without fear of loosing data. and ask yourself why winders fell over.

What operating system is it?

PS - dont forget to backup your favourites folder from IE if you use such a thing.
