That suffix is Birmingham area i think. Maybe the local dealer(or any dealer?) would contact the owner on your behalf without having to give away any personal details. Just a thought.

Have a word with southport superbikes. If a BMW dealer can do it they will go out of there way to do it.
Take the top box and a big bag of doughnuts in to your local dealer and ask them politely if you can go through their key cabinet to find a key that unlocks your topbox. Once you have done this they can recode it for you
