I googled are Here maps free and got that and an explanation that they still charge commercial users for Here maps.
MRA does not allow free route creation.on Here maps -- presumably because of that -- you need a Gold subscription.

You are, I think muddling up two (or more) things in one thread.

Are you asking about MyRoute’s Routeplanner app, MyRoute’s Navigation app or the entirely different and separate Here app? If the latter, I’ll separate your question out for you.

I gathered (from a Richy Vida youtube re XT2 and gpx file transfer) that creating routes in Here mapping, rather than Google mapping, made transferring the gpx file to a Garmin device "intact" more certain.

MRA offers the option to select mapping providers e.g. Here in their Gold subscription.

Hence my wondering if the FREE Here App had a route creation aspect.

I think they reinforce my impression that MRA Gold with a ZumoXT3 (small) fits my inclination perfectly.
 
Be careful what you are buying.

To create, store and then transfer routes, then MyRoute’s cloud based Routeplanner app is easiest to use day-to-day. The gold subscription is worth it.

You only need the MyRoute Navigation app if you intend to navigate (ie be directed) along the route via your phone. As you have an XT3 and are happy with it, you possibly (probably) do not need the Navigation app at all. You can create routes from within the Navigation app too, but it’s easier via the Routeplanner app.

I am going through a similar dilemma here now with my XT2. The only way to get a route you created in MRA to the XT2 and 3 work similarly from what I have read so far), is to create a route in MRA, download it and then transfer it to the Zumo by
a) using tread app- which synchs your data to their cloud Garmin Explore app and your device (original XT used the Garmin drive app)
.....you can only send a route to the zumo through this after creating and downloading it from MRA
b) By connecting Zumo to a computer and manually transferring the route, a la basecamp and how we used to do it.

Downsides I have found
a) is that enabling storage on tread continually synchs content between explore, tread and the zumo, and when routes transfer to Zumo, they recalculate and look different (even if a route is created in the tread app, its different when it gets to the Zumo XT2.
b) you can not turn synch on or off at will, it is either permanently enabled or not. It irritated me as you would be looking through content on the zumo, and a synch would happen and then you are automatically scrolling from the top of your route /waypoint/POI collection every time it synchs.
You can have and use tread app but do not enable storage, which allows for traffic and weather etc, but defeats the purpose of being able to transfer routes on the fly, from either MRA or Tread...
c) Tread and synch interfere with Bluetooth connectivity.
d) basecamp does not support zumo xt 2 etc anymore officially. Routes dont always transfer correctly and if you go off route when out riding, the recalculation on the XT2 changes the route significantly

Or you could do that or run everything natively on 6.8 inch ruggedised phone or 8" tablet. The advantage of this is that you get the full functionality of the app and not the cut down experience dictated by Carplay or Android Auto. For BMW bar buttons this would need to be paired with something like Wunderlinq and for other bikes bluetooth bar buttons if you wanted to control a phone or tablet from the handlebar. My Africa Twin has CP/AA built in and I run MyRoute app and OSMand for route navigation and Google maps for point to point navigation. It is handy being able to control the screen from the myriad of buttons on the left hand button cluster.

I still have an XT its mounted and I use it to run a track of the routes and for proximity alerted POI's. Also I load the routes on it and use it as a backup. I still think that Garmin hardware is great and all five of the Garmin devices I have, including my 22 year old 2610, still work perfectly. However, I don't like the routing logic the units now use and Garmin seem to have lost their way somewhat with their software offerings. Let's hope they don't let the folk who work on their current motorcycle offerings work on their avionic products :D
