'Drawing 'onto images ?

im sure this is an easy question for someone here

what programme do i need to 'draw ' onto photos on my pc ,ive seen people draw arrows and circle stuff etc on here often enough and i want to do the same

i have tried using a marker pen on my monitor ,but im sure there must be a better way

under start menu

all programs

then accessories

and paint is in there
