From 1st January 2014 the use of dipped headlights is compulsory for all vehicles at all times.
Only recommend at present other than in tunnels.
40f fine if no lights after Jan 2014......

Problem with that is if every vehicle has lights on, the vunerable ones i.e bikes no longer stand out.

Have you ever seen the lights on the average GS? You'd be blind to miss them... But sadly blinded when you do.

The Toblerlone munchers latest quirk of driving regulations will not presage the end of civilisation, I assure.
