Spring rates can only change if the spring stiffness changes. Not possible on a metal spring but can be done with air springs or possibly hydraulics
 
So what would the effects be if you were to only ride on the road but with the bike in high mountain mode? Would you get a higher riding position but with the suspension being too soft?
 
The bike rocks up and down on the power but its worse with mountain high than normal mode. The brake dive is minimal either way.

It also floats around a little over humpy rather than bumpy roads but the telelever front prevents it from turning into a weave.

Best way to find out is to try it.
