how does one get his head light and tail-brake light FLASHING
bike is a GAS LC 14,

To flash headlights, use the small grey lever in front of the clutch lever.
To flash taillights - a MY14 GSA LC - does not have that option. The later MY16 onwards have a dynamic break lights. Break hard enough and they will flash.

If there is something specific you want done on your bike, just ask

Headlight, pull the switch on the front of the left handle bar.
Brake light put your foot on the right foot switch .....and off

And on ......

And off.....

Or do you mean, why do they look like they are on video, because of the frame rate?

I think so. I seen bikes pass me when i'am in the car and some if them have the lights flashing. ..

You don't!! Headlamp modulators are illegal in Europe except on authority bikes Such as Police, Paramedics

I am pretty sure the Gards would take a Dim view of a flashing headlamp
