Same direction, yes (forwards

) but not the same angle. Assuming the fogs are on a Migsel light bar or similar, if you align them exactly with the dip beam by shining on a wall, the fogs will have to be angled upwards to coincide with the dip beam and therefore will dazzle other drivers. I guess this method will work OK if the wall is far away.
I aligned mine by riding the bike to a very dark stretch of road and adjusting them to give a good spread of light on the road. Then checked to make sure they are set slightly lower than the dip at, say, 20 metres using the 'wall method'.
