Frame number question?

I have an R80 GS Para lever with a frame number I am having difficulty identifying?
Number reads SABTVRO3635277981. engine number 09880229.
Bike is registered as being 04.10.95.
Registration number F993LKK.
Any help identifying the vin would be greatly appreciated.
According to DVLA the date of manufacture is 1989 so it is an import, but where from?

Google SABTVRO, it's a ministry of transport applied vin. I had it on a stolen recovered Hilux I bought that had the vin ground off.
