I suspect that this is a release to fix the problems with the Netherlands map in 2013.40. Are you able to confirm this?

Yes , this was confirmed so when I spoke with Garmin this morning .

I see that 2014.10 is now available for North America, so hopefully it won't be too long before the EU version comes out.
